We are pleased to announce an expansion of Horrocks Engineers’ aviation services and the appointment of Lee Underwood as Aviation Manager.
Horrocks has supported local, state, and federal entities on a variety of airport projects. These projects include land and airside civil engineering for the Salt Lake City International Airport Terminal Redevelopment Program and program management for the Williston Basin International Airport project in North Dakota, which was the last commercial greenfield airport completed in the United States and the fastest from conception to operation. We are now positioned to offer an even greater depth of services for aviation infrastructure projects.
Lee Underwood, PE, brings more than 35 years of aviation experience to Horrocks and has worked on airside and landside projects in 12 states and in Saudi Arabia. He has completed substantial aviation jobs, including military projects and a $7 billion design-build for an international airport. With Lee’s industry expertise, we have expanded our aviation services to include more program management, larger and more complex airside designs, and U.S. Department of Defense projects.
Throughout 2019, airport use was at an all-time high. According to the Bureau of Transportation Statistics (BTS), U.S. airlines and foreign airlines serving the U.S. carried “an all-time high of 1.1 billion systemwide (domestic and international) scheduled service passengers in 2019, 3.9% more than the previous annual record high of 1.0 billion reached in 2018.” U.S. Secretary of Transportation Elaine L. Chao cited data from the Federal Aviation Administration (FAA) in a November 2019 address: “U.S. civil aviation supports more than 5% of U.S. gross domestic product; $1.6 trillion in economic activity; and nearly 11 million jobs.” Funding has also increased significantly in recent years as Congress has prioritized rebuilding and refurbishing our country’s critical infrastructure. In spring 2020, some airports have chosen to accelerate infrastructure programs to take advantage of reduced passenger numbers due to COVID-19.

Lee Underwood, PE | Aviation Manager
Lee’s 35 years of professional aviation experience include two greenfield airports (design lead then program manager), runways, taxiways, aprons, fuel systems, navigational aids (NAVAIDs), water/fire distribution lines, sewage collection systems, roads, parking lots, and drainage systems. His knowledge of structural, roadway, and utilities design is coupled with an understanding of design-build, design-bid-build, and construction manager at risk (CMAR).
Shawn Shuler, PE | Aviation Specialist
Shawn is a professional engineer with more than 23 years of experience in a broad range of projects, including 10 years of experience in airport engineering throughout the Intermountain West. His airport experience has been as a project design engineer, project manager, and construction manager for numerous airport-related planning and engineering projects in Utah, Texas, Nevada, Idaho, Wyoming, and Washington.
Jordan Sheets, PE | Design Engineer
Jordan is a professional engineer with 5 years of aviation engineering experience. He has been a lead designer for multiple projects, including the Salt Lake City International Airport Terminal Redevelopment Program where he worked on the landside. His work has consisted of off-site roadways, construction bulletins, resolving information gaps for RFIs, and construction submittals. Jordan has also been responsible for the design, review, and submittal of full plan sets and specifications as well as any construction administration tasks under his charge.
