These transportation planning services include regional or corridor transit or transportation studies, advanced transportation and traffic modeling, transportation master plan development, and alternatives analysis. From large federal and state highway projects to context-sensitive complete street designs that accommodate all users, we focus on collaborating with our clients to enhance communities and better serve residents.
Corridor Studies
We have successfully delivered complex corridor studies in sensitive political and social environments. These studies have included model calibration, travel demand modeling, traffic operations analysis, alternative development and evaluation, construction project scoping, transit alternative analysis, access management, and safety analysis.
Traffic Modeling & Travel Demand
Traffic management studies have always been an important part of Horrocks’ transportation resume. Our Transportation Department staff includes traffic analysis and modeling experts who forecast demand, travel patterns, and roadway operations. Our team has completed hundreds of traffic studies throughout the western United States. Not only do our traffic engineers study complex issues, but they also develop innovative and cost-saving solutions for our clients.
Transit Planning (Bus/Train/Light Rail)
Horrocks has completed numerous transit planning projects for local government, MPOs, and state agencies. Our transit planning team is proficient at conducting transit corridor studies, alternatives analysis, bus stop/station placement, first- and last-mile transit connections, station area planning (including amenities), transit facility condition assessments, operations and maintenance site assessments, and phasing/implementation planning. We have experience planning and providing conceptual design for a variety of modes including bus, bus rapid transit, light rail, and commuter/heavy rail.
Complete Streets
Communities are asking for safer, more walkable streets, and Horrocks is eager to provide the necessary resources and tools to accomplish this. From study through design, we approach complete streets projects with the community context in mind and follow an inclusive engagement process that allows for input and buy-in from the public, key stakeholders, and agencies. When working on complete streets projects, our goal is to provide communities with improved corridors that allow for safe travel no matter what the mode of transportation. We have developed Complete Street Policies for many communities across the Intermountain West to help them achieve their multimodal goals consistently over time.
Walking & Biking (Active Transportation)
Another important facet of our transportation planning services is the planning and design of active transportation (AT) or non-motorized transportation (NMT) facilities. Horrocks has performed many pedestrian and bicycle studies, and our team has experience using visioning and goal setting, public engagement data collection, and design alternatives to provide actionable plans for our clients. Our approach finds context-sensitive solutions that work for rural, suburban, and urban environments and focuses more on providing high-comfort facilities and less on meeting minimum standards. Our AT planners have backgrounds working for and with public sector entities and know the value of building consensus, providing equitable access to transportation facilities, creating cohesive pedestrian and bicycle networks, and identifying funding sources for AT projects.
