Chief Executive Officer
Bryan Foote, PE
Bryan has over 30 years of experience in civil design and transportation engineering with a proven track record of industry success. As President, he oversees the executive leadership team, managing Horrocks’ overall direction and long-term strategy. With Bryan’s strong leadership and experience growing the business, he is instrumental in the company’s rapid growth as Horrocks expands to new states and new markets.
Chief Operating Officer, Community Infrastructure and Telecom
Matt Horrocks, PE
Matt has over 26 years of experience in the engineering industry, with 22 years focused on delivering large, complex transportation projects. He is known for being a leader in delivering projects with unique design challenges for agencies throughout Horrocks’ areas of operation. Over the years, Matt has served in multiple leadership roles at Horrocks and is our Chief Operating Officer for the Community Infrastructure and Telecommunications business lines. He also oversees all innovative delivery projects, which include Design-Build, Progressive Design-Build, Public/Private Partnerships (P3), CMGC/CMAR, and at-risk contracting.
Chief Technology Officer
Tony Curtis, PE
Tony has over 12 years of experience in civil engineering, starting as a structures design engineer and working his way through project management and program management. His structural experience ranges from hydraulic structures and buildings to complicated bridges and includes working with timber, masonry, concrete, and steel. Throughout his career, Tony has looked to technology to improve efficiency, enhance user experience, and drive value for our clients and Horrocks. As Horrocks’ Chief Technology Officer, Tony continues to serve as a bridge between technology and project delivery by leading the overall technology approach and keeping Horrocks at the front of industry trends.
Chief Integration Officer
Scott Boland
Scott has 15 years of experience in strategic planning, business operations, and M&A. Scott joined Horrocks from the Trilon Group, which acquired Horrocks in 2023. Prior to his roles at Horrocks and Trilon, he was the Associate Vice President of Special Projects at AECOM, where he focused on performance improvement initiatives and growth strategy. Serving now as Chief Integration Officer at Horrocks, Scott leads all merger and acquisition activities and facilitates collaboration with the Trilon Group and Trilon family of companies. His efforts help ensure a high level of coordination between Trilon and Horrocks, which provides our clients with elevated services and capacity.
Chief Operating Officer, Transportation & Construction Management
Brian Atkinson, PE
Brian has over 30 years of transportation engineering experience, including 28 years with Horrocks. As Chief Operations Officer for the Transportation and Construction Management business lines, he analyzes company performance and identifies areas for improvement. Brian works with each business line to execute company strategy and oversees operations to ensure everything runs smoothly and efficiently. Brian’s experience, coupled with his strategic vision and operational acumen, continues to drive Horrocks forward, cementing the company’s reputation as a leader in the transportation industry.
Chief Revenue Officer
Shane Marshall, PE
Shane has 32 years of experience in the transportation industry, including 25 years at the Utah Department of Transportation (UDOT). As Chief Revenue Officer, he manages business development and growth market operations. This includes playing a pivotal role in major pursuits and overseeing the Marketing Department. Shane also leads Trilon’s State DOT expansion strategy and federal business development. He has excellent leadership skills, has a thorough understanding of DOT policies and procedures, and understands how to form solid industry relationships, which helps propel Horrocks in state transportation projects throughout the western U.S.
Chief Financial Officer
J.R. DeThorn, MBA
JR has 34 years of financial experience that includes an extensive background in strategic planning, financial management, and instilling operational discipline. He has demonstrated success in growing businesses, process discipline, and executing integrations/dispositions and acquisitions. As Chief Financial Officer, he oversees all controllership, accounting, and financial planning companywide. JR’s financial expertise and discipline continue to support Horrocks’ strategic growth and planning goals.
Chief People Officer
Russ Goble
Russ serves as the Chief People Officer at Horrocks, overseeing talent acquisition, employee engagement, and organizational development. With over 27 years of experience in HR and organizational development, he is known for his leadership skills and ability to build strong relationships with stakeholders. Russ is a metrics-driven executive who is committed to driving organizational success and achieving results. His passion for building exceptional teams and his track record of success make him an invaluable asset. Prior to joining Horrocks, Russ had a 25-year distinguished military career in the U.S. Air Force.
