Strengthening Community Connections for Infrastructure Projects



​Until recently, Horrocks' public engagement support in Arizona has been led by individuals from out of state. But thanks to Erica Frazelle, there is now a dedicated Public Engagement Lead with exceptional skills and experience ready to boost relations between communities and projects in Arizona.


What is Public Engagement in Infrastructure Projects? 

Public Engagement (PE) is all about connecting communities and stakeholders to projects keeping people informed to ensure project success and safety. PE practitioners coordinate with stakeholders, inform the public, and build consensus.


​The earlier PE practitioners can get involved, the more they can build understanding and enthusiasm through clear communication. PE practitioners ask questions, determine how to communicate, create content, maintain quality control measures, and distribute materials — all while simplifying complex details so a general audience can understand.



Meet ​Horrocks' Newest Public Engagement Lead in Arizona 

Erica Frazelle is the newest Public Engagement Lead at Horrocks, joining a team that covers Utah, Idaho, Nevada, New Mexico, and now Arizona. She has an impressive resume, with 13 years of PE and marketing experience in Arizona. In her previous work as a municipal government PE practitioner, Erica oversaw transportation capital projects and community work. Her local knowledge and experience navigating sensitive public issues make her the expert specialist needed to boost community relations.


"It’s really hard to hire a senior practitioner, because people don’t typically come with this level of skill and experience. It’s unprecedented," said Beau Hunter, Transportation Director of Client Relations. "Not only does she bring a ton of experience, but her knowledge in the area is going to really open up [Arizona]."
