Texas State Rail Lead brings decades of experience in rail planning, permitting, and construction excellence



In our ongoing commitment to excellence in engineering, we are excited to spotlight Shilah Geishauser, a dedicated freight rail expert at Horrocks. Her unique background and extensive experience exemplify our values and highlight the important role we play in advancing rail infrastructure.


A Career Built on the Rails

Shilah joined Horrocks in 2024, bringing 20 years of experience managing rail-related projects across Texas and throughout the United States, with a focus on freight track design, coordination, and construction. Before coming to Horrocks, she began her freight rail career through her family’s company, Central State Resources (CSR), in San Antonio, Texas, working as a railroad design consultant. CSR is actively engaged in industrial track design, consulting, development and construction on a national basis in both commercial and oil and gas industries. That role gave her the opportunity to support a wide range of railroad projects across the state while partnering closely with clients and organizations.


Over the course of her career, Shilah has built deep expertise in industrial track design and construction and developed strong working relationships with key decision-makers—connections that help keep projects moving smoothly and aligned with both client goals and railroad operational needs.

Shilah has developed a diverse skill set across municipal economic development consulting, operational planning, feasibility studies, land procurement, track design, multi-use site development, and the preparation of comprehensive construction plans. She has a deep understanding of Class I, short line, and AREMA standards, which has enabled her to navigate complex permitting processes throughout her career.


Additionally, Shilah excels in managing local government approvals and utility permitting, while facilitating effective communication between clients and agencies. At Horrocks, she has demonstrated an exceptional ability to lead teams while fostering a productive, collaborative work environment.


Recognition Earned Across the Rail Industry

Throughout her career, Shilah has been a trusted and steady presence in the rail community. In addition to her technical expertise, she has built strong, lasting relationships with stakeholders, agencies, and fellow consultants. These partnerships have earned her respect, trust, and recognition across the industry.


This is reflected in the recognition Shilah received from Union Pacific Railroad (UPRR) for her standout coordination and rail design work. UPRR named a rail station after her—Shilah Station—located on the Corpus Christi Subdivision near Three Rivers, Texas. She is also listed on the UPRR website as an industry-approved design and review consultant, reflecting the trust she has earned through consistent, high-quality work. These achievements speak to her commitment to delivering rail facilities that are on time, on budget, and built to operate efficiently while strengthening long-term partnerships across the rail community.



Advancing Rail Infrastructure with Horrocks

Shilah serves as Horrocks’ Texas State Rail Lead, leading rail efforts across the Texas market. She has been a crucial part of our quality control and permitting processes for a wide range of projects, coordinating closely with clients and railroads to ensure each design aligns with specific requirements and operational needs.


Recently, she worked on the Utah Department of Transportation (UDOT)’s FrontRunner Double-Track Final Design providing quality control for plans which she prepared and submitted to UPRR.
