Introducing a New Era: From Public Involvement to Public Engagement


Horrocks is excited to announce the launch of our revitalized Public Engagement Practice. Formerly known as Public Involvement, this change underscores our dedication to fostering clear communication and meaningful connections with both Horrocks staff and external clients.


As our company continues to expand and diversify its offerings, we recognize the importance of effective communication and collaboration with and for our clients. The new designation, Public Engagement, encapsulates our enhanced approach to engaging with communities, organizations, and individuals, empowering them to actively participate in decisions that impact their lives.


This transition will provide clarity on the wider breadth of services the Public Engagement Practice offers. Our staff are equipped to facilitate productive conversations between the project team, stakeholders, and the public, ensuring that every voice is heard and valued. In addition to traditional public involvement services like hotline and email management, stakeholder meeting and public event facilitation, canvassing and online communications, our team can provide sophisticated public relations services, like crisis planning and response, message development, media relations and client media training. By embracing a comprehensive approach to communications, we address the unique needs and concerns of our clients, enabling us to provide tailored solutions.

Why change the name of the Public Involvement Department?

Our desire is to better communicate the expertise of our practice. We will be shifting to calling this group our Public Engagement Practice because many of our clients are using “engagement” as a common term in the communities they’re in. We feel it will be beneficial to align ourselves with that need for two-way, active participation in projects and decision-making in government and infrastructure projects.


What will this practice do?

Our Public Engagement Practice is currently composed of more than 25 professionals working full-time across Utah, Nevada, New Mexico, and Idaho, with additional projects in California, Colorado, Connecticut, New Jersey, and North Carolina. We are focused on supporting infrastructure projects and actively working on and chasing transportation, public works, land development, and telecommunications work. We work directly with owners and the public to make a positive difference in communities.
